The activity of the Directorate "Education and Culture" in the system of secondary education is carried out in accordance with the requirements of the Public Education Act, the Regulations for implementation of the Public Education Act and is in accordance with the educational policy of Dobrich Municipality. The educational policy of the Municipality takes into account both the socio-economic characteristics of modern society and the prospects for its future development.
Territorially, the education base is located in 36 settlements. The educational system of the municipality has sufficient and high professional level of pedagogical staff.
The Education and Culture Directorate is a specialized body for the management of municipal kindergartens and schools.
